Alexis Antonio Cedillos-Campos, 19, was picked up in Maryland on Wednesday morning and has since confessed to killing 42-year-old Carmen Lizet Puch, whose body was discovered Monday.

Authorities described the two as coworkers at a restaurant and said they also shared an “intimate relationship.” Federal officials later identified Cedillos-Campos as an undocumented immigrant originally from El Salvador.

The Crime and Its Aftermath

According to Police Chief Kevin Davis, the pair deliberately arranged to meet at a secluded stretch of Difficult Run Park, a quiet area branching off the larger Georgetown Pike trail system. The spot lacked both surveillance cameras and lighting, Davis noted. A jogger discovered Puch’s body outside her vehicle Monday morning and dialed 911. Officers arriving on scene found the victim had sustained fatal stab wounds and had also been “doused in gasoline.”

Davis explained that Cedillos-Campos had siphoned fuel from his own motorcycle and stored it in a water bottle before the encounter. Surveillance video from the restaurant showed the suspect selecting a fixed-blade knife, grabbing a pair of black latex gloves, picking up the water bottle, and then leaving with what the chief called “the intent to do harm and kill the victim.”

“Our victim suffered numerous stab wounds in a really brutal, unspeakable way,” Davis told reporters at a Wednesday press briefing.

“We have video footage of our suspect at the restaurant where he worked with our victim, arming himself with a fixed blade knife, taking a pair of black latex gloves, taking a water bottle, and then off he goes with the intent to do harm and kill the victim.”

“No one deserves to be treated the way that our victim was treated and she was stabbed repeatedly – repeatedly – by our 19-year-old killer. The way that she was treated by this killer was reprehensible to say the least.”

Cedillos-Campos remains in Maryland awaiting extradition back to Virginia. It was unclear as of Wednesday whether he had retained legal counsel.

Victim’s Family

Police described Puch as a “loving mother” to a 3-year-old girl. They clarified that the suspect is not the toddler’s biological father. The child’s family is now providing care for the young girl.

Immigration Background and Policy Fallout

The Department of Homeland Security disclosed that Customs and Border Protection had apprehended Cedillos-Campos in 2024 after he crossed the border illegally near El Paso, Texas. His status has once again drawn national attention to U.S. immigration enforcement.

In a Wednesday statement, DHS framed the case within the administration’s broader border agenda:

In 2024, Jose Antonio Ibarra, an undocumented migrant, killed nursing student Laken Riley while she jogged on the University of Georgia campus. After Ibarra received a life sentence, several Republican leaders cited the case to bolster calls for stricter border controls. Georgia Governor Brian Kemp, at the time, criticized President Joe Biden’s immigration approach, arguing Ibarra should never have been permitted entry.

President Donald Trump’s return to the White House brought a wave of anti-immigration measures, which intensified after an Afghan migrant allegedly shot two National Guard members in Washington, D.C., last year—one of whom later died. The administration subsequently announced a series of policy changes, including a pause on asylum adjudications, a review of cases processed under the prior administration, and a “reexamination” of certain green-card holders.

In December of last year, Oscar Solarzano, an undocumented immigrant previously deported from the United States twice, was charged in a stabbing aboard the Charlotte, North Carolina light-rail system. Regulars who use the Difficult Run Park trails told CNN affiliate WJLA this week they were shocked to learn of the attack. Describing the area as a peaceful spot for hiking and swimming, they expressed disbelief that such violence had occurred there.
