A Board of Peace representative explained that Hamas would eventually step away from government and governance as part of the arrangement.
One official highlighted the significance of the deal: “If this is implemented, if gathered demilitarized weapons are handed over, the transitional authority takes control. Hamas steps away from government, governance, all of these things are done that actually reignite the prospect for a political horizon for the Palestinian people.”
Earlier this month, Hamas declared it would dissolve its Gaza government—a move analysts believe increased pressure on Israel as progress on the ceasefire plan slowed. Notably, their announcement regarding this governmental change made no reference to disarmament.

A United States official noted that Washington worked with Israel “every step of the way” throughout the process. The official later acknowledged Israel’s continued skepticism about Hamas’s willingness to disarm, characterizing the arrangement as “not really a trust deal.” CNN has contacted the Israeli prime minister’s office for additional remarks.
“For the first time, Hamas officially has committed to an actionable plan for relinquishing all its weapons, which will be followed by Israeli withdrawal from Gaza. It holds the promise of delivering significant benefits to the people of Gaza, who have waited for too long for a better future, and security to the people of Israel,” the Board of Peace stated in a post on X following Trump’s announcement.
Trump outlined that the agreement would facilitate governance of Gaza by “a new Palestinian government” collaborating with his Board of Peace. He further promised that “Israel will have the security it deserves, with Gaza no longer used as a base for terror attacks.” The president emphasized that implementation would proceed through multiple phases.
According to Trump’s description, as armed groups surrender their weapons, Israeli military forces would withdraw. Simultaneously, an International Stabilization Force would work alongside a newly formed Palestinian police force to manage security responsibilities throughout Gaza.
United States and Board of Peace representatives characterized the agreement on Thursday as the product of months of “very delicate negotiations” that yielded a “breakthrough.” They noted that while there is now clarity regarding “what needs to be done,” the arrangement remains “a conditions-based deal.” Officials added that implementation would require time, with comprehensive conditions anticipated for publication within two weeks.
“The threat that emerged from Gaza on October 7 will NOT be allowed to rebuild!” Trump wrote in his post, adding, “Under this agreement, Gaza will finally be in the hands of a new Palestinian government that serves its PEOPLE.”
In his announcement, Trump expressed gratitude to mediators from Egypt, Qatar, and other nations who helped facilitate the historic agreement. The Board of Peace confirmed that movement between phases would occur solely after “verified completion of the previous” stage, as confirmed by an implementation verification committee.
