Eight Iranians Indicted Over Multi-Year Cyber Campaign Targeting US Institutions

The superseding indictment alleges a sustained, years-long operation to exfiltrate data from five federal and state agencies alongside numerous American universities and private firms.

Scope of the Alleged Intrusion

Prosecutors say the suspects penetrated both government and private email systems, extracting a substantial volume of intellectual property held by US academic institutions. Roughly 8,000 professorial email accounts spanning the United States, Europe, and other regions were reportedly breached. The indictment values the targeted academic data and proprietary research at $3.4 billion in procurement and access costs to the affected universities.

In certain instances, the department alleges the stolen scholarly material was resold to Iranian parties, granting them entry to American university online libraries. Government-side victims named in the filing include the Department of Labor, the Federal Energy Regulatory Commission, and the United Nations. On the corporate front, eleven technology companies and two defense contractors were reportedly compromised, though the Justice Department did not identify them publicly.

IRGC Ties and Broader Charges

The indictment characterizes the operation as conducted largely on behalf of Iran’s Islamic Revolutionary Guard Corps. Seventeen individuals have now faced charges across the wider alleged scheme; nine were indicted back in 2018, with the eight new defendants bringing the total to seventeen.

“Backed by the IRGC, this operation reflects a broader, organized effort to target U.S. institutions and global partners,” said FBI Assistant Director in Charge James C. Barnacle, Jr, in a Tuesday statement.

Network of Contractors Behind the Campaign

The filing sketches out what prosecutors describe as a web of freelance hackers upon which Iranian intelligence services allegedly depend. One named suspect simultaneously contributed to a website initiative for Iran’s supreme leader. Another, per the indictment, “worked on behalf of the Iranian military to conduct computer network attacks that targeted military systems, nuclear software systems, and Israeli infrastructure.”
